We often hear this expression about forgiveness and forgetting, to simply 'forgive and forget.' What often happens, however, when we simply forget past violations is we tend to unconsciously recreate the situation in a new context, with a new cast of characters, playing the same old roles.
The only way to truly forgive without recreating situations that allow others to harm us is to develop our subtle intellect, a faculty of the higher mind, called buddhi in the Vedic spiritual tradition.
